In its ongoing commitment to promoting transparency in all operations, the Village has created this page to provide residents with quick, easy access to financial reports, contracts, employee handbooks, strategic plans and more.   1. Village Government

The Village of Flossmoor operates under the Council-Manager form of government. Under this form of government, power is concentrated in the elected council, which in Flossmoor consists of a Village President (Mayor) and six Board of Trustees, who are elected to 4-year terms of office. The Mayor and Trustees are responsible for setting all policies and enacting municipal laws that govern the Village of Flossmoor.  

This elected group then hires a professional administrator — the Village Manager — to implement its policies. This highly trained, experienced administrator serves at the pleasure of the elected governing body and has responsibility for preparing the budget, directing day-to-day operations, hiring and firing personnel, and serving as the council's chief policy advisor. The Village Manager and all members of the ICMA in Flossmoor adhere to the International City/Council Management Association’s Code of Ethics, defined as the principles that serve as the foundation for local government management that set the standard for excellence.
